Oh No! Our Corruption index Score Down The Chute?

Corruption index  score down the chuteWhen Datuk Seri Abdullah Ahmad Badawi took over the helm of the Malaysian Government, one of his mission is to fight graft. However to the perception of the people, he failed even though the agency responsible has been re branded and given a new name. The new MACC seems not speeding ahead at the expected pace and the late Teo Beng Hock case has been plagueing the Commission's name. Free Malaysia Today Online newspaper reported on the home page Corruption index Score down the chute by Stephanie Sta Maria who reported;

KUALA LUMPUR: Transparency International (TI) has slapped Malaysia with a historically low Corruption Perception Index (CPI) score of 4.4 for 2010.
The CPI score indicates the perceived level of corruption in a country Its scale is set from 0 to 10, with 0 being the most corrupt and 10 being the least.
Malaysia's CPI score plummeted to 4.5 last year from 5.1 in 2008. Its 2010 score has maintained its current ranking at 56 out of 176 countries. Read more.......
Transparency International release the index today by secretary-general Ngooi Chiu-Ing and listed a number of reasons that TI-Malaysia believed earned Malaysia its 2010 score.
  • the perception of little progress in combating corruption
  • the lack of political will in implementing anti-corruption measures and the perennial example here is no 'big fish' being brought to book.
  • poor progress in the Port Klang Free Zone (PKFZ) fiasco, no further action by the attorney-general in judicial appointment tampering, the practice of awarding mega projects and contracts without open tenders and no integrity pacts implemented to date.


Under Najib “Integrity is one of the National Key Results Areas (NKRA) with the target of improvement of the CPI score as a KPI.

“But overall the government must show stronger political will in fighting corruption and walk the talk,” Ngooi added.

Now that the Galas election has been flagged off, among the voters in the constituencies are the Orang asli has 1,889 voters.  Is it a coincidence that the Orang Asli voice out their frustrations and reported on the day of Galas by election nomination day this has to be published  Orang Asli seething at uncaring government and definitely NOT in the mainstream media. Will the Orang asli in Galas be able to read this?

Twitbate Between LKS And YM T R

Found out that there was a "Twitterbate" over the internet. 
Haahaha....its my own term coined from Twitter Debate. So I call it Twitterbate. Or maybe Twitbate. Hahaha...anyway what I an glad is that its between two veteran Malaysian political 'dinosaur' from the different  political divide. Lim Kit Siang of DAP and YM Tengku Razaliegh Hamzah from UMNO. This is the political debate that we Malaysian want to see. Politicians from both divide debating for a common cause and they are debating over the right of Kelantan to be paid the oil royalty. Unlike the two Kelantan traitors of Tok Pa and Awang Adek who from my opinion has some hidden political agenda in them. 

Remember Terengganu? When PAS took Terengganu, oil royalties were forfeited as a lesson to the people for voting in the opposition. But when BN regain the state, the royalties were reinstated. This will happen to Kelantan if BN can wrest the state from PAS. They think the Kelantan people are just plain stupid.

Last year there was no bonus  for Gov servants.
This year we hear that budget was cut.
Today Berita Hairan published that teachers attending courses will only be served with Nasi Bungkus and mineral water.
We are told the economy is stable and on the rise.
In the near future GST will be implemented.
But why budget cut here and there?
No money?

HUMAN RIGHTS WATCH SLAMS US, Err... I MEAN.....

KUALA LUMPUR, Jan 22: In its World Report 2010, Human Rights Watch said that Prime Minister Najib Razak took office in April 2009 promising to respect "the fundamental rights of the people," but his government has failed to undertake the systematic reforms needed to fulfill that pledge.

In Malaysia, the HRW report says, instead of addressing persistent human rights problems, the government harasses the political opposition, improperly restricts the rights to peaceful expression, association, and assembly, and mistreats migrants.

"The Malaysian government appears to be more interested in pursuing short-term political advantage than safeguarding rights," said Phil Robertson, deputy Asia director at Human Rights Watch.

"In the hopes of maintaining control and power, the government has turned its back on its promises to protect people's rights."

The 612-page report is the organization's 20th annual review of human rights practices around the globe, and summarizes major human rights trends in more than 90 nations and territories worldwide.

Repeal ISA, allow freedom of expression

The release of a number of detainees held under the Internal Security Act (ISA) early in Prime Minister Najib's term was a positive development, Human Rights Watch said.

But Parliament should repeal that law and other repressive laws, including the Police Act 1967, which was most recently used to justify a violent crackdown on a citizens' march against the ISA on August 1. Security forces attacked the gathering with tear gas and water laced with chemicals fired from water cannon trucks, and arrested almost 600 people, including 44 children.

Human Rights Watch criticized the government's continuing heavy restrictions on freedom of expression. The Printing Presses and Publications Act 1984 enables government officials to compel censorship of publications through control of printing and distribution licenses.

More recently, internet media and bloggers are coming under closer scrutiny as the government, cognizant of the internet's impact in the last general election, tries to rein in non-traditional media.

Migrants abused in detention camps

Malaysian legislation failed to distinguish refugees and asylum seekers from other undocumented migrants and authorized Ikatan Relawan Rakyat (RELA), an ill-trained, abusive civilian force, to use its authority to enter living quarters and make arrests without search or arrest warrants.

Apprehended undocumented migrants are detained under inhumane conditions in immigration detention centers, where several migrants died during 2009 and dozens were sickened by leptospirosis, a disease spread by animal feces in unclean water.

The US Senate Foreign Relations Committee produced a report alleging ties between Malaysian deportations and human trafficking gangs at the Malaysian-Thai border, where the lives of deportees were at risk if they could not pay ransoms.

"It is beyond understanding why the Malaysian government delays access to basic medical services for the thousands of migrants locked in cramped, dirty, and disease-ridden conditions," Robertson said. "How many more migrants have to die in detention before Malaysian policymakers wake up?"

Picking on Anwar, NGOs, journalists

Human rights defenders - such as lawyers, journalists, and members of nongovernmental organizations - faced continued harassment and the possibility of arrest, especially if the government considered their work to be connected to opposition political parties.

Malaysia also continues to violate human rights norms by criminalizing adult consensual sexual behavior, as evidenced by the ongoing efforts to bring the parliamentary opposition leader, Anwar Ibrahim, to trial for alleged consensual sodomy in a case that many observers believe is politically motivated.

"For a country that is so proud of its post-colonial political development, it is truly bizarre that the government continues to enforce an antiquated British colonial law against ‘sodomy' by consenting adults," said Robertson. "It's about time the government brought its criminal code into the 21st century."

Talk is cheap

Under pressure from the International Coordinating Committee of National Human Rights Institutions (ICC), the government made slight modifications to the law that established Suhakam, Malaysia's Human Rights Commission. However, Suhakam remained hampered by its status as an advisory committee, without adequate independence for its commissioners or power to compel enforcement of its decisions.

The major recommendations to Malaysia's government in the Human Rights Watch report are:

- Revoke the Internal Security Act and other arbitrary and preventive detention measures;
- Rescind the Printing Presses and Publications Act, narrowing the definition of sedition and seditious tendency;
- Amend the Police Act to provide for reasonable and negotiated conditions for assembly;
- Abolish RELA and uphold the rights of migrants, refugees, and asylum seekers.

In addition, Human Rights Watch urges ratification of key international treaties, including the International Covenant on Civil and Political Rights, the International Covenant on Economic, Social and Cultural Rights, and the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment.

"During the early days of his government, Prime Minister Najib talked big on protecting human rights - but talk is cheap," Robertson said. "If the government really believes in its 1Malaysia campaign, then it should demonstrate real commitment to improving respect for the human rights of all Malaysians."

Is There Really Crocs In Port Dickson

I had just came back from a workshop at a resort in Tanjung Tuan, Port Dickson. The most talked topic when it comes to the idea of swimming is crocodile and that was publicised in blogs and forums. This triggered by this  incident where a picnicker was bitten by something and dragged towards the sea. He however manage to escape. Read HERE too.

Then there was a confirmation that there are crocs and being sighted at Tanjung Tuan. One blog post about the croc HERE and Youtube video HERE.

However today Negeri Sembilan MB denied that there are crocs in Port Dickson. Read HERE.

Which is true? If it is really true that there really "stray" crocs around the beaches of Port Dickson, then tourism  will suffer. If we trust the Negeri MB, then there might be lives at jeopardy.

Uncalled For

The torching of Metro Terbanacle in Kuala Lumpur and Live Chapel in Section 17, Petaling Jaya is uncalled for. When things can be settled peacefully, why raise the temperature. I am sure Muslims do not want their suraus and mosque being treated the same.

Muhammad PBUH : No one is to destroy a house of their religion, to damage it, or to carry anything from it to the Muslims' houses.
Should anyone take any of these, he would spoil God's covenant and disobey His Prophet.

Its Namewee Again

Maybe most of us already the controvesial Namewee who created waves when he posted his Negara Kuku on You Tube some times ago. He is back and his name appeared again when he gets fuming at the TNB Muar during a blackout. Watch the video clip if you have not.


The Star on-line run a poll seeking views of the public on his so called "rude" and uncalled for action at the TNB office during the blackout. This is the public's response. If you watch the lackadiasal attitude of the staff at the TNB office, you will surely stand behind Namewee.

Why So Unfair Lor?

DPM announced that Principals and Headmasters of excellent schools will be given incentives and rewards. Why be so unfair. It is not the principals or headmaster that turn the school excellent. Its the teachers. This is a case of "lembu punya susu, sapi dapat nama".

The question is, can the principal alone turn his school into an excellent school. He must get the cooperation of all parties - the teachers, the parents, the administration staff and the PTA. So it is unfair for the principal or headmaster alone to be rewarded. The school on the whole should be rewarded.

Today Is Friday 23rd October - Budget and Bla...Bla...Bla...

This evening it was work with no concentration at the office because of the 2010 budget being tabled by the PM. Afternoon office hour today is 2.45 because its Friday. Budget was scheduled at 4.00 but before that TV channels air comments from "experts" about budgeting. However I did not give full concentration since I was on my laptop, er, netbook to be precise. It has been about one year I have been using my personal (I stress- PERSONAL) netbook for official office work and there is no clause in the government GO that they will reimburse me.

You can use your personal items to perform office work but you cannot use office equipments for your personal work. You see what I mean and see what I am trying to say? However using my personal equipment for official office work has been going on since I own a personal laptop in 1997. Whenever I go for outstation assignment, I use my personal laptop for official reporting and sometimes lend it for presentations.

My office desktop was not working since last year. I called the IT department and they took my hard disk to check since I cannot get it booted. Thats it. Until today I do not know what happen to my hard disk. Now whats left on my table is the monitor and the non present CPU.

OK, back to what I was trying to post tonight. The budget. Tabling of budget every year is an event that most Malaysian wait to see whats in store for next year. Of course there are good news and bad news. My friends were all anxious and excited to hear some good news. But until the PM said, "Tuan Yang Dipertua, Saya memohon mencadang." , there no good news for government servant like me and my friends. There was no mention about the expected bonus for all the hard work that the civil servant had done this year. I am sure the more than a million civil servants feels sad for not being given the bonus this year.

When civil servants talk about bonus, there other people will cry foul because bonuses for civil servant means some inflation will happen. Its a normal practice that if there is extra money in the market, price of essentials will increase. This increase will affect those who are not monthly wage earners. But that's not the point. It's about making ends meet. When there is no satisfaction, it will affect work performance. Some might resort to part time jobs after office hours and worse still in tandem with the working hours. It happens. No rule whatsoever can stop them from doing this.

Thats so far about the bad news of the day......

Tonight in Singapore there is the Asia Pacific Nuffnang Award. I follow Xiaxue Twitter for the updates. No! not because she is admirable but because she is the one I know have been updating on her Uber Twitter. Before tonight's event, I have been following the Award activities through the official website. For some weeks I have been nonimating blogs because I came to know that there will be some prize money and invitation to Singapore for anyone with most nomination for individual blogs. However I don't know what happen. Maybe someone surpass me and made it to Singapore with Sing$1000 richer.

October 2009, I Am On A Winning Streak

October this year seems to be a very lucky month this year for me. I've been on a winning streak and this evening when I checked my email I found out that I won another prize again for the Nuffnang Project Alpha contest. This time I wrote a posting about Redmummy and that post won me the 10th prize for week three. It's just a real motivation for me. For the tenth prize I will collect these :

Bar Council Demand IGP And Minister of Home Affairs Resign

About 1400 lawyers from the Bar Council demanded that these two individual who are supposed to uphold the law of the country to resign. The demand was made n a declaration at an EGM after the police detained five lawyers providing legal aid to a group of activists involved in a candlelight vigil in support of BERSIH activist, Wong Chin Huat.

This demand seems to show the on going eroding process of the country's legal system ever since the Datuk Seri Anwar Ibrahim's cooked up case.

Malaysian F1 Team - Tourist Puller?

Pasukan F1 Malaysia lonjakkan industri pelancungan Malaysia - Ng. Thats was published in mStar, the Malay version of The Star. What a joke? Tourist come to Malaysia not for F1 but for other attractions such as its beaches, food, shopping the greenery, the islands etc.. Even without the Malaysian F1 team before, racing fan still come to see The Ferrari's, Philippe Massa and other world class drivers and teams. The setting up of the Malaysian F1 team is just for the ambitious few and not for the taxpayer who most are living in makeshift huts and shelters. For most Malaysian, Malaysian F1 team is a money lavishly spent because of people first.

Nasi Lemak Is Ours?


I have blogged about this and am blogging again about Tourism Minister Yen Yen's views to endorse some local cuisine as ours. It appear again today in The Malay Mail. While we claim Nasi Lemak as our trade mark, according to a top hotel chef, Chef Rahmat Rahmood the claim can "cook up controversy" because it "have little nutritious value and are high on cholesterol".

 Malaysia has created uneasiness in Indonesia that lead to the "Sweep Malaysia" claim in Jakarta. This resulted from a National Geographic production about tourism in Malaysia that uses a Balinese dance and "claim" as ours. Then Indons claim that Negaraku that originated from Terang Bulan is also theirs.

As in The Malay Mail verbatim: "Variations of the dishes Ng listed are available in several other Asian nations, particularly Singapore, Indonesia, Brunei, Thailand and China.
Ethnic Chinese workers who settled here after leaving China a century ago introduced some creations, such as chicken rice, to Malaysia and Singapore.
Chili crab — a recipe of crabs stir-fried in tomato and chili-based sauces — could become a bone of contention. It is often associated with Singapore and is considered the city-State’s unofficial national dish."

We have to do lots of research before we stake claims so that we do not brew another storm that can sever International relationship with other neighbouring nations.

I would like to suggest we dig out our traditional delicacies which is becoming obsolete with modern generations and promote them. If found it is genuine local cuisine, then promote and market. If we can send our cultural troupe to promote our culture oversea, the same can be done with our food in future. We can raise our hat to Thais with their Tomyam, Padprid and Pattayas that spread like wildfire all over Malaysia.

Errr, what about Nasi Dagang?

Laksa , Nasi Lemak and Bak Kut Teh

Laksa Roti Canai, Nasi Lemak and Bak Kut Teh Tarik.

I was attracted to this headline in The Star Laksa and Nasi Lemak among our pride, says Yen Yen. Some coincidence with the tittle my xperienceoflife's blog : Nasi Lemak, Roti Canai Teh Tarik. Only one resemble 100% but the other just at the source. I don't think laksa can be listed as one of our pride since it still has not become a 24 hours food listed on the menu. Roti canai, Nasi Lemak and Teh Tarik is the most mentioned word when people wanted to go and do some chilling. These food is synonimous with Malaysians. Someone who has been abroad for sometimes and when he/she comes back will look for Roti Canai and Teh Tarik to fulfil the "lust" for local snacks. Maybe for other than Muslims, Bak Kut Teh can be another high in demand drink.

Yen Yen as reported by The Star says verbatim;

We cannot continue to let other countries hijack our food. Chilli crab is Malaysian. Hainanese chicken rice is Malaysian. We have to lay claim to our food,” she told reporters after launching the Malaysia International Gourmet Festival yesterday.

Waa..... something that look like retaliation to the Indonesian claim that lead to the protest "Sweeping Malaysia"

It is a good move that we have to claim local food as our own identity but further investigation has to be done to justify that a particular food is really Malaysians. Food is a universal gourmet. We might have the same food but called by another name and then it will be a clash of identity.

Just wonder is Teh Tarik  a local beverage...............

Today is Malaysia Day. This year is quite quiet and not much news on the celebration. The Star report that it will be a quiet celebration in Sabah. Just like the Merdeka celebration this year that has been scaled down due to the Influenza A (H1N1) fear and the Ramadhan, Malaysia Day might feel the same.

Human Right Occur Daily In Malaysia?

KUALA LUMPUR: Human rights violations continue to occur almost on a daily basis in Malaysia, said the Human Rights Commission of Malaysia (Suhakam) chairman Tan Sri Abu Talib Othman. He said this in his keynote address at the Malaysian Human Rights Day on 9th September 2009

If you vote the right people into Parliament, they will amend the law to give us teeth to bite with,” he said in response to a question from the floor.

Abu Talib also mentioned that Suhakam’s probe into complaints of abuses such as police inaction, excessive force, selective prosecution, death in custody, delays in citizenship applications and denial of rights to ancestral land found that most of these were legitimate.

“To many government employees, it would appear that the Universal Declaration (of Human Rights) is very remote from their everyday working lives,” he said.

Another Year?

Earlier in the day I saw the Suara Keadilan at a new standand and the frontpage is as in the photo below.
Beside the pic of the Ketua Polis Negara is a statutory declaration (remember SD has been the trend in Malaysia) accusing him of 'serious' wrondoings. The SD was from none other than his former ADC. OMG, is this real? Our no 1 policeman is such? I am not going to elaborate further. Go and get a copy. At least you can support PKR financially.

Then over Buletin Utama later in the day, the news that his contract will be extended for another year. Seems there is nobody else in the police force capable to be the numero uno.

RON 97 To RON 95- Whats The Difference?

Now that there is a new grade of petrol in the market called RON 95 which was supposed to be a cheaper fuel for Malaysian consumer, the public is getting excited about it. I was in Kuching early August and taxi drivers are already asking for the new petrol when they wanted to fill up. The introduction of RON 95 will phase out the lower grade RON 92 which seems not getting good response from vehicle owners. In fact most people are not aware of the presence of RON 92 because everyone is going for the RON 97.

Before the intrduction of RON 92 the price of RON 97 was 1.80 and RON 95 cheaper by 5 cents. The saving can be seen if drivers filled full tank. However just when consumers are rushing for cheaper fuel in the market, all of a sudden the price increased. Now the price of RON 95 is the same as RON97. How nice and easy consumers fall into the government's trap and now whats the difference between RON 97 and RON 95. We consumers are going to pay a higher price for a lower grade petrol because RON 97 will be a premium grade fuel.

So, what actually happens, there's price increase for fuel but hidden behind the petrol grading. When RON 97 increase to RM 2.05, we can expect next is the increase in the price of cooking gas because they originate from the same source. Consumers are being hoodwink again.

Just a few day of introduction of the new grade, petrol pump owners is already making a good profit by selling old stock at new price. Then we will hear that they will cry foul if the price of petrol decrease by telling us that they bought the consignment at old price. Read what The Star report.

RON95 price up 5 sen to RM1.80

PETALING JAYA: The newly introduced RON95 fuel is now selling at RM1.80 – five sen higher than its previous price.

RON97 has been upgraded as a premium product and its price has increased from RM1.80 to RM2.05.

Domestic Trade, Co-operative and Consu-merism Minister Datuk Seri Ismail Sabri Yaakob said the new prices were decided based on the current automatic pricing mechanism.

“Although the price is now 5 sen higher, the Government is still subsidising 33.81 sen per litre (of RON95) which is equivalent to RM304mil monthly,” he told reporters after the launch of Primax 95 by Petronas here yesterday.

Currently, the Government is subsidising RON97 for 42.72 sen per litre.

The cost for RON95 went up 102% from US$40.75 (RM143.79) per barrel to US$82.30 (RM290.40) in December last year and in August respectively.

“If there are any changes in global prices, we will revise our prices accordingly. It is up to the Economic Council to decide.

“RON95 also adheres to the EURO2M specification, which is less polluting,” said Ismail Sabri, adding that consumers would get quality petroleum products at subsidised prices.

With the new pricing, he said, RON92 has been phased out as its usage was only 5% of the total petrol sales in the country.
