Taxi In Kuching Not Using Meters?

I was in Kuching, Sarawak recently and while traveling on the taxi, found out that they are not using meters to determine the fare. I travel from Crown Plaza Riverside to Saberkas Plaza and paid RM 10.00 and another RM 10.00 from Saberkas to Harbour View. On another occasion I from Harbour View Hotel to SMK Tabuan Jaya for RM 15.00. On all rides, I found out that the meter was intentionally and purposely covered. So the question is, are taxis in Sarawak (Kuching esp) not compulsory to use meters? If there is no exceptions then where is the enforcement?
