After the Highlands Towers collapsed the authority formed the SMART to perform the SAR (Seach and Rescue ) at disaster affected areas domestic and foreign. I am not sure how far is SMART involvement in the Bukit Antarabangsa landslide incident.
With disasters happening everywhere and can happen anywhere I would like to suggest the formation of a permanent Corp to handle disasters from the first minutes. The Corp can be managed like the formation of the Malaysian Maritime Agency consisting of different enforcement agencies relating to maritime affairs.
The "National Disaster Corp" (NDC - thats just my suggestion) can be made up of:
- The Police,
- The Army,
- Fire Department,
- Health Department,
- Red Cresent and St John Ambulance,
- SMART,
- HAM Radio operators and;
- other relevant organisations.
The formation need not be a new Government Department but just to get ever ready members that can be deployed at an instance call of distress. Member of the squad need not paid staffs but volunteers and given allowance only when their service were deployed during disasters.
Search and Rescue operations need skills and therefore all members of the Corp be given trainings on SAR and if they are government officers will be given unrecorded leave for the duration of their service.
NDC's should have a national set up with branches and units in all states so that they can be the first to arrive on location to provide any relief support especially on petty disasters. Whenever they are officially called for their service, they have to be in their official standard attire so that they can be easily recognised. Victims can identify then and security personnel too can recognise them and can help prevent untoward incidents such as looting or opportunity seekers.
Thats a suggestion from a layman.
