Can Enforcement Go Beyond Power?

Every now and then we hear about enforcement officers taking actions beyond their power. The latest case being intruding a private home by destroying the entrance to the home. The house at the Projek Perumahan Rakyat (PPR) Cochrane Perkasa, was broken into, based on report that there is an act of close proximity is taking place at the house.
