This morning I went out to AAM at Jalan Semarak in Kuala Lumpur. There are two alternative from my place g to Jalan Semarak. First using the Middle Ring Road II (MRR II) and secondly using Jalan Tun Razak. I took the second alternative that is using Jalan tun Razak. since it is a Saturday, I presume that traffic is not as heavy as nrmal working days. However I am wrong, thus making it true that you can't judge Kuala Lumpur's traffic. The journey was smooth until I was about to reach Jalan Tun Razak from the Seremban-Kuala Lumpur highway. Car start slowing down until a snail pace. Before reaching the entrance to Jalan Tun Razak, there is the entrance to The SMART Tunnel, which exits after the Kampung Pandan roundabout joining Jalan Tun Razak again.
The crawl on Jalan Tun Razak ends just after the Wenworth Hotel not far from the exit of SMART Tunnel. If one uses the SMART Tunnel, he will reach the exit in just about 5 minutes but using the normal Jalan Tun Razak takes more time. But why does most motorist still choose Jalan Tun Razak instead of the SMART Tunnel and endure the snail pace movement? This is the first time I drive into the city after the tunnel officially open to the public for a one month FREE period. I was using the tunnel when entering the city then because it is FREE.
The toll rate for using the tunnel is RM 4.00 (per way) which is very expensive and not worth the distance travelled. Being that reason I think drivers try to avoid the tunnel. The government cited high cost to build the tunnel that consist of carraigeway and irrigation tunnel. By enforcing the high toll, it means that consumer does not only pay for using the carraigeway, but also pay for the drainage system too (which is the governments responsibility).
