Electricity Tariff will rise

During the morning news heard that there will be tariff hike for electricty and as usual the war cry is it will nor hurt the lower income group. Whenever there is any hike of price of goods or petrol, the tagline is it will not affect the lower income group. Is it? I think any increase in price there will surely be a domino effect. When electricty tariff is increased, business overhead will increase and this increase will be pass down the line and in the end the lower income group will feel most due to the lower income. How can the government gaurantee that this domino effect will not happen? There is no way.
